Link-up of the EU-wide vehicle emergency call system

Brief description
The Gesamtverband der Deutschen Versicherungswirtschaft (GDV) is placing an emergency call system on the market which is independent of vehicle manufacturers and sends emergency calls automatically in case of an accident. The project covers the necessary registration of the insured policy holder with the GDV. It is implemented on the basis of an ESB (Enterprise Service Bus).

The ESB is implemented using a proprietary, Java EE-based integration layer which handles the data routing and transformation between internal systems of the insurance company and external systems at the GDV. The necessary customer data is selected from internal systems and sent by the ESB to the GDV for registration following processing. In the second step, the registration data returned from the GDV is received by the ESB and stored in the existing systems of the insurance company. Furthermore, the ESB calls up the communication interfaces to the insured policyholder (SMS sending) and to other external service providers.
Subject description
In line with an EU decision, from 31 March 2018 onwards, all new motor vehicles must be equipped with an emergency call system (eCall) permanently installed in the vehicle and able to function throughout Europe. To allow retrofitting to older vehicles, a combination of accident reporting app on a smartphone as well as an accident reporting plug for the 12V socket in the vehicle are being developed. The accident reporting plug has sensor technology for detecting the severity of an accident. This information is transmitted via Bluetooth to the accident reporting app which then sends the emergency call. In order to use the app, the insured policyholder must first be registered with the GDV.
