Development of an Internet portal for KWKG and other allocations

Brief description

For a transmission grid operator (TGO) to perform its duties in the context of the German Combined Heat and Power Act (KWKG), which was last amended in 2015, the TGO has to collect and process an increasing quantity of ever more complex information. The Internet portal for the KWKG and other allocations significantly reduces the effort of entering this data by enabling data suppliers themselves (distribution system operators in the transmission grid operator's area of control) to record the information that the TGO requires. Validations directly on entry also mean that possible input errors are detected early. Comprehensive reporting functions also provide external users (data suppliers) with significant added value.

Supplement

The technical and functional requirements for the Internet portal, including the requirements for IT security, are compiled together with the customer and then implemented in full by PTA, under its own authority. The system developed is a Java application with AngularJS front end, designed on a Tomcat server. The back end accesses an Oracle database management system via JPA/Hibernate. Communication between the front end and back end is via Restful Services. JasperReports is used for the report functions.

Subject description

The Internet portal for KWKG enables the relevant distribution system operators (DSO) in the transmission grid operator's area of control to record all the information that the TGO needs for settlement of the cogeneration allocation and for settlement of funding for cogeneration plants (cogeneration premiums). Settlement takes place during the year on the basis of forecasts. At the end of the year, there is an end of year settlement based on actual values, which may have to be checked by an auditor. In particular, information collected includes the transfer to the various end consumer groups from the grid of the DSO in question, as well as the eligible supplies from the variety of cogeneration plants in the DSO's area of the grid. In addition, the system is used to record additional information so that the other allocations defined in the German Energy Industry Act (EnWG) can be settled accordingly against the data collected using the system.
